FBI Director Christopher Wray Issues Stark Warning on China-Backed Hackers Threatening US Security

In a recent speech at a Vanderbilt University-hosted summit on modern conflict and emerging threats, FBI Director Christopher Wray delivered a chilling warning about the imminent danger posed by China-backed hackers to US national and economic security. Wray described the Chinese hackers as outnumbering FBI personnel by at least 50 to 1 and emphasized their ability to “wreak havoc” on critical US infrastructure at a moment’s notice.

According to Wray, stakeholders in both private industry and government must treat the threat as immediate and take proactive measures to fortify networks and respond to potential attacks. He highlighted China’s aggressive tactics, stating that the country considers every sector vital to American society as fair game in its quest for global dominance.

Wray’s remarks underscore the escalating nature of Chinese cyber threats, with a focus on infiltrating networks and systems in critical infrastructure sectors. He warned that Chinese hackers are strategically positioning themselves to disrupt essential services such as telecommunications, energy, water, and technology when the need arises.

The FBI Director also pointed out China’s long-standing history of cyber espionage and theft of intellectual property, particularly in key competitive sectors like biotech, aviation, artificial intelligence, agriculture, and healthcare. He emphasized that China’s cyber attackers are actively supporting economic initiatives like Made in China 2025 through systematic theft of trade secrets and expertise.

One of the prominent threat actors highlighted by Wray is the Volt Typhoon group, which has been linked to multiple intrusions into US critical infrastructure networks and operational technology environments. These activities serve as a stark reminder of China’s aggressive cyber capabilities and its potential to disrupt essential services on a large scale.

Wray also referenced the widespread attacks in 2021 that exploited zero-day vulnerabilities in Microsoft Exchange Server, attributing them to China’s “scattershot, indiscriminate cyber campaigns.” The FBI took unprecedented action by obtaining a court order to remotely remove Web shells deployed by the threat actor on thousands of corporate systems.

In response to the growing threat, the FBI has mobilized its resources to address Chinese hacking operations, collaborating with US Cyber Command, the CIA, and foreign law enforcement agencies. Wray urged private sector organizations to enhance their cyber defense mechanisms and share information to prevent emerging threats from spreading across sectors.
