The deadline for the public to update their information with the Central Database Hub (Padu) is fast approaching, but the low registration rate has raised concerns among analysts about lingering distrust towards the government.

According to experts, the issue goes beyond cybersecurity concerns, with many individuals failing to understand the necessity of registering with Padu. The proliferation of data-gathering systems for governmental assistance over the years has made Padu seem redundant to some, as citizens have already provided significant information through initiatives like BR1M, Prihatin, STR, and E-Kasih.

Senior researcher Anis Anwar Suhaimi highlighted a disconnect between public and governmental expectations, with some individuals hesitant to disclose personal information due to concerns about data security and privacy breaches. This hesitance is particularly prevalent among affluent individuals in higher income brackets, who may fear disclosing assets not declared to the Inland Revenue Board.

Economy Minister Rafizi Ramli has warned that individuals who do not update their data in Padu risk being left out from the first round of aid eligibility determination under the targeted subsidy programme. Despite this, only 18% of Malaysian citizens have registered with Padu so far.

Concerns over security and doubts about the system’s concept have contributed to the low registration rate, according to Nusantara Academy for Strategic Research senior fellow Azmi Hassan. While some believe that those already receiving aid do not need to re-register, others question the government’s motives for collecting personal information.

Chief executive Carmelo Ferlito suggested that the issue lies in the fear of disclosing personal information to the government and concerns about potential misuse of that information. He emphasized the need for transparency and accountability in government data collection and usage.

Overall, the low registration rate with Padu reflects broader concerns about trust in the government and the protection of personal data. As the deadline approaches, it remains to be seen whether the public will overcome their hesitance and update their information with the central database hub.
